I don’t know how current Merck Manuals list fluoride. I own a 1956 Ninth Edition and Fluoride is listed in their special list of Poisons with Symptoms, Signs, and Treatments.
As a non-professional, my recommendation is don’t drink, wash your mouth or bathe with roach poison. Be sure to check with the people who have recommending you drink roach poison, wash your mouth and bathe in it; before you do anything foolish like questioning authority, thinking for yourself, and taking action on your decisions.

FYI – Baking soda does not have aluminum in it. Baking Powders has that honor. I don’t know if the aluminum problem is true for all Baking Powders or just some?
Red’s Baking Soda discovered confusion on which product was which. Red’s put “Aluminum Free” on the packaging. Arm & Hammer, 365, and other brands of Baking Soda are also aluminum free.
You can read the labels on the products to receive additional verification. Labeling in the US is not an absolute guarantee; because, politicians and bureaucrats are for sale.

Of those, more than 11 million people receive fluoride at or above what has been deemed the “optimal” level, according to the US Centers for Disease Control and Prevention (CDC).
In the UK, about 6 million Britons receive water with added fluoride. Meanwhile, a growing number of countries—including Germany, Sweden, Japan, the Netherlands, Finland, and Israel6—have ceased this hazardous practice.7

British researchers are now warning that 15,000 people may be needlessly afflicted with hypothyroidism in the UK as a result of drinking fluoridated water.8
In areas where fluoride levels in the water registered above 0.3 mg/l, the risk of having a high rate of hypothyroidism was 37 percent greater compared to areas that do not fluoridate. As explained by Vice.com9 and in the featured video above:
